Program planning is an organized process through which a set of coordinated activities or interventions is developed to address and facilitate change in some or all of the identified problems (Yuen/Terao, 2003). A grant proposal is a formal written request submitted to a government or civilian entity that outlines a proposed project and shows budgetary requirements and request monetary assistance in the form of a grant (Entrepreneur.com, 2012).

Program planning and grant proposals have a few similarities between them. They both involve logical thinking. In both program planning and grant proposals, an assessment to evaluate the needs and the abilities of the consumer has to be taken in order to set goals that are conceivable in the allotted time for progress. In program planning and grant proposals costs has to be a part of the logical thinking process. Both, program planning and grant proposals are objective-driven. The objective of the grant proposal is to gain funding to provide services to consumers so they are able to obtain their goals. The objective of program planning is to plan services that will allow the consumers to obtain their goals. The differences between grant proposals and program planning is;

A program plan is change effort that is theory based, goal oriented, and supports the target population.
