三题分别问1)两种方案的利弊,等同于考查阅读理解;

Summary of Transformation at the Irs

...conditions. The article was a summary of the transformation the IRS was beginning in 1998. Change was mandated in 1996 by US President Bill Clinton in the Restructuring and Reform Act 1998. The organization was receiving a major structural reorganization from a geographic based model to a market-based service. As with most government agencies the IRS looked towards the private sector and appointed Charles Rossotti as the 45th Commissioner who drew from lessons learned in the private sector. For this government agency the taxpayer’s are the customer. The IRS is at the least an outdated organizational structure. The first major structural changes were attempted by President Truman in 1952. President Truman established a three tiered, geographically based organization with national, regional, and local offices. There were 40 regional districts that were managed independently and budgets were handed down from central functional groups. The budgets were often not allocated as intended once it made its way down and through the district directors – who might use funds for other projects – who had little accountability for resources spent. One of the good things, if it can truly be described as such, is that the IRS has developed an employee base that is loyal and insular. This unfortunately is probably due to what former commissioner Margaret Richardson said “No one likes the tax man”. The culture was described by stating “IRS employees were unusually committed to the......

Irs Audit Procedures

...ir As a taxpayer filing a tax return, I am sure one of the thoughts running through their mind would be “what are the chances that my tax return will be selected for examination?” Just because the taxpayer wonders if their tax return may be selected for an examination it does not mean they may know exactly how the returns are selected for examination. What most taxpayers don’t know is that there is various ways to have your tax return selected for an examination. If all taxpayers would know the various ways that the Internal Revenue Service selects tax returns for examination, I am sure that they would only report what truly occurred throughout the year instead of telling their tax preparers to please work some magic to get the max refund they could possibly get. Being that I have worked for various years at CPA firms, you hear it all when it comes to getting a max refund. Therefore, I would like to discuss the various ways that returns are selected for examination in order to educate these taxpayers. The first thing a taxpayer should know is that when their tax returns are received by the Internal Revenue Service Center there is computers and employees that regularly check for obvious errors such as a signature was omitted on the return or the taxpayers social security number does not appear. These computers also check for mathematical mistakes. Once this process has occurred then there is a magnetic tape with pertinent information from each return which is sent to......

Ir Theories

...between states – international cooperation remains difficult to achieve. Even when states have interests in common, the lack of a central world authority often deters them from incurring the reciprocal obligations that cooperation demands. Without a central authority, states fear that others will cheat on agreements; they can see cooperation as too costly, given the effort they would have to expend; and often they lack sufficient information to know that they even have common interests with other states. This not only explains why states fail to cooperate even when they have common interests, it explains how they cooperate when they do. According to neo-liberals, states construct international institutions, or regimes, to overcome these obstacles to cooperation. Defined as ‘sets of implicit or explicit principles, norms, rules and decision-making procedures around which actors’ expectations converge in a given area of international relations’, international regimes are said to raise the cost of cheating, lower transaction costs and increase information, thus facilitating cooperation under anarchy (Keohane 1984: 57, 85–109). The debate between neo-realists and neo-liberals is often characterized as a debate between those who think that states are preoccupied with relative gains versus those who think that states are more interested in absolute gains. Because anarchy makes states fear for their survival, and because power is the ultimate guarantor of survival, neo-realists......

...and local setups (Salamon, 2000). Perceiving the above types of formations for the two organisations, we generally can identify a very close resemblance in the way the organisation types are being attached to an industry of interest. For example, ‘The Fiji Bank and Finance Sector Employees Union’ (FBFSEU) represents employees in institutions in banking, insurance finance, information technology and related industries including their subsidiaries brings together all employees engaged in the financial industry. On the other hand, ‘The Fiji Master Builders Association’ (FMBA, 2012) ensures representative of its members from the building industry. One of its objectives is to be the ‘voice’ of building professionals in Fiji. Notable similarities between employers’ associations and trade unions lie in the extent of the functions they carry out. They are similar in the sense that they both provide support and advice to their members to help them better understand their rights and obligations in the workplace. Support is through the services that are being provided in the areas which are not limited to information dissemination on particular related policy, regulations and legislations issues, taxation, legal and membership benefits. For example, the section 3 of the Object and Powers of the “Fiji Employers Federation” (Objects and Powers) stipulates relevant clauses of such services that are provided by typical employers’ associations. ...In March 2011 Syria’s government, led by Pres. Bashar al-Assad, faced an unprecedented challenge to its authority when pro-democracy protests erupted throughout the country. Protesters demanded an end to the authoritarian practices of the Assad regime, in place since Assad’s father, Ḥafiz al-Assad, became president in 1971. The Syrian government used violence to suppress demonstrations, making extensive use of police, military, and paramilitary forces. Amateur footage and eyewitness accounts, the primary sources of information in a country largely closed to foreign journalists, showed the Syrian security forces beating and killing protesters and firing indiscriminately into crowds. Opposition militias began to form in 2011, and by 2012 the conflict had expanded into a full-fledged civil war. In mid-January 2012 the credibility of the monitoring mission seemed to decline further when a delegation member who had resigned from the group called the mission “a farce,” claiming that Syrian government forces had presented the monitors with orchestrated scenes and restricted their movements. After several Arab countries withdrew their monitors over concerns for their safety, the Arab League formally suspended the monitoring mission on January 28, citing an increase in violence as the reason. Violence seemed to accelerate after the failure of the Arab League monitoring mission. In early February 2012 the Syrian army began a sustained assault on Homs, bombarding opposition-held......

...their production activities to countries where costs are lower. Over the years, the proportion of workers employed in manufacturing has dropped significantly, from 28 per cent in 1991 to around 20 per cent since 2001. There has also been a decline in the manufacturing workforce over the same period, both in terms of employment share and absolute numbers, as many mature and less-educated workers were retrenched with the relocation of lower-value-added production activities to cheaper locations. Impact of Globalisation on Ir

...Impact of Globalization on IR Impact of Globalization on IR IMPACT OF GLOBALIZATION ON INDUSTRIAL RELATIONS The globalization i.e. the changes in the world economy have substantial effects on the industrial relations thereby providing the opportunity to reiterate the significance of the area in understanding the effect of these changes on the people, organizations and the nature of work. The traditional methods of IR are disturbed in several ways through the increasing international economic interdependence. Initially the IR arrangements are confined to the situations created by the national markets but the globalization has expanded the boundaries of the market place. The amount of information flows with the help of the latest technology is constructing the interconnected enterprise networks around the world, thereby doing away with the current IR arrangements. The primary drivers of change are the MNC’s. They are associations that take part in FDI and own or control profitable resources in more than one nation. But I also argue that constructivism cannot totally replace rationalism in explaining international political life because solid and well-defined self-interests formed by cost–benefit analysis can lead actors to forsake their normative values and identities. The essay is composed of three sections. In the first section, I explore the major differences between rationalism and constructivism, and define instrumental rationality, identity and norms. In the second, concepts like thymos, affect and value-oriented rationality are introduced, and I discuss some limits or problems of rationalism, particularly the concept of instrumental rationality, in the study of IR. Finally, I......

The Securities & Exchange Commission’s (SEC) XBRL mandate began in 2009, requiring all public companies to submit financial statements in XBRL format (United States Securities and Exchange Commission, 2011). The Federal Deposit Insurance Corporation (FDIC) has used the standard since 2005. The Internal Revenue Service (IRS) is the latest of these immense government agencies to flirt with idea of implementing a XBRL mandate. The purpose of this paper is to briefly (1) explore why XBRL is the preferred standard, (2) shed light on the exploratory phase that the IRS has entered and the benefits to be gained from the new standard as well as the obstacles that lie ahead, (3) look at what the rest of the world is doing, and finally (4) look at the inevitability of an IRS adoption of XBRL.
