Principle and Program Evaluation
After an initial interview, concerning the principle and the company,, we can make a few recommendations as to the extent of the Executive Protection detail that will include the main client as well as his wife and two children. The principle, a CEO worth in excess of $100million, leads a company that has holdings in multiple countries. The company has mining operations in Africa, Asia, and Latin America. Typically, these countries have a rather poor track record of economic growth, and they can be treacherous for anyone that is viewed as “rich”. The indigenous people live in “below-poverty” conditions and therefore have been known to use violence and kidnapping, given the proper opportunities. It will be our job to make sure no one gets a proper opportunity. The CEO is quiet, reserved and does not spend much time in the public eye. He rarely gives interviews and is not readily recognizable by the general public. His reclusiveness can be used to our advantage, as he is not a mark that can be easily identified to others outside the inner circle. Not much is known about the wife’s rituals and habits. We shall assume that she will have the same personality traits and habits as her husband, quiet and reserved. The only information available for the two children is that they attend a private school. We will make the assumption that the school has a bare bone security plan and a minimal staff to carry out said plan. The only thing we can count on is the fact that the CEO takes frequent trips into geographic areas that will require a rock-solid protection plan.
Detail Specifics by Actor As the Principle begins making his presence known more at the mining locations, the threat risks increase exponentially. The wife will require a simpler protection plan. Since there is no history of viable threats against Mrs. CEO, then we will focus on the public exposure aspect of the detail. We will provide a part-time detail to shadow her whenever she is going to be out in public for any reason. Even though, she has not had a need for a PPO prior to now, the potential threats against kidnapping for ransom cannot be ignored.
There will be one full-time uniformed officer positioned at the house 24/7. This position shall be responsible for protecting the estate, the wife and the two children (while they are at the residence) by: monitoring the CCTV, patrolling the grounds on a random schedule, and responding to any security alerts or alarms.
The children will require a part-time detail officer to escort them to school and back home again. The security agreement with the school will make accommodations so they officer can remain on campus and provide over-watch for the minors. The officer will not interfere with the school in any way. The children will be under the supervision of the school administration and staff during school hours only, regardless of which property they are on. Outside of school hours, our PPO will take custodial control of the children and ensure their safety back to the estate. The PPO will make every available effort to remain incognito and blend into the fabric of the school, as to not cause any disturbances to the learning environment. The PPO will also ensure that any and all applicable laws are followed concerning the carry of a duty weapon in a school zone.
The CEO will require a slightly more visible security detail. There are different detail requirements for the local area, as well as the traveling abroad. The local team will consist of one escort PPO and one driver anytime the Principle leaves the estate. This detail team will pre-plan all potential routes of travel from the estate to the office, and any other frequently visited locations in the local area. The Principle will have this detail anytime he is outside the estate. This does include family time outside the estate. When the CEO travels to one of operations sites the detail team will increase to four PPOs: one detail commander, a communications officer, a logistics officer, and a driver. The detail will accompany the Principle anytime he is outside the hotel. In addition to the escort team, there shall be a local pre-planning team for each of the countries the Principle shall visit. The pre-planning team shall make all transportation arrangements, all communication arrangements, and any last-minute logistical changes. The local team can either be part-time, or can also be used to augment the main detail team. Since all travel will be accomplished by private carrier, the escort team commander shall ensure crew security requirements are met prior to departure. If all of the requirements have not been met, then the travel shall be delayed until all of the security checks have been completed.
The CEO detail team commander shall be responsible for scheduling teams dependent on the verifiable threat levels at any given time. The Principle shall also have the authority to increase or decrease personnel levels, as long as the change does not affect the overall security and safety of the Principles and PPO officers. The team commander shall make every reasonable effort to remain in the budget constraints, but emergency protection shall be authorized for the Principle and family.
Evaluation Summary
The potential threats that we must protect against shall dictate the level of protection for any particular situation. The recommendations of this evaluation are ultimately flexible. The decision lies with the company that shall be paying for these services. The formal detail plans shall be a collaborative effort of the Company, the Principle, the Detail Commander, and any other individuals appointed to this project with decision making authority. We must keep in mind that we must always be ready for an incident to happen. We only get one shot at preventing the incident. We may go months without incident. This could be attributed to our presence, or simply because the assailants have not decided to put their plan into motion. The fact remains, we must be vigilant against all potential threats, not only against the Principle and his family, but the company as a whole.…...
